Reduced and free dental prosthetics for pensioners, labor veterans and the disabled in 2019

In 2019, every senior citizen can insert his teeth for free based on the program of preferential prosthetics, for this you need to contact the social protection authorities. The privilege is provided in all regions of the Russian Federation, regardless of the size of the settlement and the availability of medical facilities with the necessary equipment and the required consumables.

The legislative framework

The procedure for preferential prosthetics for pensioners is directly or indirectly regulated by the following legislative acts:

• Federal Law No. 178 “On the Social Protection of the Population”.
• Federal Law No. 326 “On Health Insurance”.
• Federal Law No. 173 “On Pensions”.
• Federal Law No. 167 “On Pension Insurance”.
• Federal Law No. 5 “On Veterans”.
• Some articles of regional legal acts, for example, the Decree of the Leningrad Region No. 107 on social support for prosthetics.

Who is eligible for preferential and free dental prosthetics

In accordance with Federal Law No. 173, pensioners are recognized:

• men and women (citizens of the Russian Federation) who have reached 60 and 55 years respectively;
• foreigners and stateless persons upon reaching retirement age, unless otherwise provided by international agreements;
• invalids of the first, second and third groups;
• liquidators of the Chernobyl nuclear power plant (in this category of citizens in most constituent entities of the Russian Federation only half of the cost of a dental prosthesis is reimbursed);
• disabled citizens receiving survivor benefits;
• military personnel who have received the necessary length of service;
• persons working in hazardous industries, upon reaching a certain age, provided separately in each particular case.

All these citizens, as well as those who were in the queue for free dental prosthetics, are entitled to benefits when receiving dental services. And this applies to treatment, and prosthetics, and the usual therapeutic examination by a dentist.

There are certain restrictions when accruing benefits for treatment to working pensioners and pensioners. In this case, the appropriateness of compensating certain groups of citizens is determined individually by local authorities and the social protection department.

Key features of the procedure

A pensioner can choose a medical institution for prosthetics only in the manner provided for by Federal Law No. 326 - once a year and only to a state clinic operating in the framework of the compulsory medical insurance program.

In accordance with Federal Law No. 178, the benefit can be used once every 5 years. A pensioner has the right to provide services on an extraordinary basis, to install or repair a dental prosthesis free of charge, as well as to partially compensate for the dental services rendered.

According to the program of social benefits, a pensioner can install such dentures:

• from acrylic, as they are the cheapest and most affordable;
• from nylon, if a person can document the presence of an allergy to acrylic.

The installation of artificial teeth from other materials (ceramics, cermets) is carried out exclusively on a paid basis. The same limitation applies to dental implantation. If a pensioner, on the recommendation of a dentist, wants to put an expensive prosthesis, he can:

• pay the difference in the cost of materials and install a prosthesis in a cost-accounting department of a state medical institution;
• find a commercial dental clinic that gives discounts to certain categories of citizens if there is a certificate from social security authorities;
• to install the prosthesis in the standard manner and receive a tax deduction (for working retirees) or to ask for the return of personal income tax to one of their officially employed close relatives (for non-working).

Funds for the provision of preferential services in dentistry for certain groups of citizens are allocated from regional budgets, therefore, each region of the Russian Federation has its own nuances of filling out quotas, which can be found directly in the social protection authorities.

Not all regions of the Russian Federation provide full monetary compensation for removable dental prosthetics for pensioners, it all depends on regional regulations and the amount of budgeting in a particular calendar year. For instance, in Moscow, a free prosthesis installation is reserved only for non-working pensioners. To find out exactly whether there are benefits for dental prosthetics for pensioners and the amount of compensation in a particular city is possible only in the municipal department of social protection.

Getting dental prosthetics benefits

A key requirement for preferential dental prosthetics for retirees is the availability of medical indications for the required procedure. It is impossible to establish a prosthesis only on the basis of an existing pension certificate and a person’s desire to restore the integrity of the dental row.

Documentation

To apply for benefits, you must collect the following documents:

• a certificate confirming the need for prosthetics;
• SNILS;
• employment record - as evidence that a person is not officially employed anywhere;
• application to social security authorities;
• the passport;
• certificate of income of family members;
• pensioner's ID;
• certificate of compulsory pension insurance;
• certificate of family composition;
• medical policy;
• birth certificate, if the privilege is issued for a disabled child, and identity cards of his legal representatives;
• Chernobyl liquidator certificate;
• conclusion of medical and social examination (required to confirm disability);
• certificate of the presence of a serious disease (including cancer).

A more complete list of securities can be clarified in the district department of social protection. For example, if a pensioner is a labor veteran, then when submitting documents for preferential prosthetics, he must provide an appropriate certificate. Where to get help

A certificate stating that the prosthetics procedure is necessary for medical reasons is obtained at the state clinic to which the applicant is attached. The income certificate can be obtained at the place of work or in social protection authorities, if we are talking about unemployed beneficiaries. The ITU conclusion must be drawn up at the bureau of medical and social examinations.

Certificate of family composition is issued:

• in any multifunctional center, regardless of place of registration;
• in the passport office;
• in the administration of the HOA.

A certificate of the presence of an oncological disease is issued by a local therapist in a district clinic or issued in an oncology dispensary. The document is needed for out of turn service.

Registration

After collecting all the required documents, you must contact the department of social protection of the population. A desk check takes place within 30 days, after which the administration takes a positive or negative decision on the payment of benefits for dental prosthetics.

In case of refusal of preferential prosthetics, it is necessary to demand from the administration its documentary justification for a possible appeal.

Upon receipt of a positive decision, it is necessary to stand in line for prosthetics in the clinic, which will be indicated in the direction, within a month. If you miss this deadline, then the procedure for obtaining dental benefits will have to be re-run, and not earlier than six months later. The standard waiting time for their turn is from 2 to 6 months.

Preferential prosthetics out of turn

The legislation of the Russian Federation provides grounds for the extraordinary provision of benefits:

• oncology of the oral cavity, tongue or gastrointestinal tract;
• indications after complex surgery;
• pathology of the blood;
• acute reaction to unsuccessful previous treatment and prosthetics;
• severe damage to the jaw and face when not only the teeth are prosthetized, but surgical plastic surgery is also performed;
• complete adentia (not two or three teeth, but all missing) as a result of an industrial injury.

The exact list of those for whom due to health reasons they are entitled to free prosthetics in an extraordinary order should be found in the local administration. Since there are regional legislative features, each case is considered individually.

Denture Warranty

The procedure for manufacturing and installing artificial teeth is carried out in the standard manner, and there is a guarantee even for a free dental prosthesis. The warranty period is established by regional resolutions, for example, in the Leningrad Region it is 6 months. If during this time it breaks down for reasons independent of the patient (manufacturing defect, errors when taking the impression), the prosthesis will be repaired or re-assembled free of charge.

Special cases

The quota process may have certain nuances depending on the individual characteristics of the applicant. For example, to submit documents for preferential dental prosthetics instead of a disabled person who is difficult to move independently, can be his trustee: guardian, relative, assigned social worker or just an acquaintance.
